MEDICAL FACULTY ASSEMBLY (MFA)

USC School of Medicine

PURPOSE: The MFA is the elected body that represents the faculty of the School of Medicine. The Constitution of the MFA states that the Assembly "shall concern itself with issues directly related to faculty status, responsibilities, and welfare within the School of Medicine. In discharging its functions, the Assembly serves as a fact-finding, deliberative and consultative body with the authority to make studies, reports, and recommendations on all matters which have a significant bearing on the work of this faculty."

REPRESENTATIVES: Each constituency within the School of Medicine is entitled to elect one faculty representative and an alternate to the MFA. The constituencies include each of the academic departments, each major affiliated hospital with ten or more full-time faculty, and the Norris Medical Library. Representatives and alternates are to be elected for two-year terms by secret ballot of the faculty of each constituency. Half of the constituencies are to elect representatives each year. Individuals may be elected to more than one term but may not serve more than four consecutive years on the MFA. All full-time faculty members of the School of Medicine, whether tenure track or non-tenure track, are eligible to vote in MFA elections and to serve as MFA representatives.

OFFICERS: Officers of the MFA shall include a President, President-elect who is also Vice-president, Secretary, and Treasurer. The Executive Board is comprised of the four officers, the immediate Past-president (ex-officio), plus up to three non-voting members-at-large. Officers and members-at-large of the Executive Board are elected by members of the MFA for one-year terms that begin following the annual June meeting. The President-elect becomes the President in the next year. If the MFA President is a member of a clinical department, the President-elect is to be a member of a basic science department and vice versa. Officers are normally elected from the current membership of the MFA, although up to three members of the Executive Board may be former MFA members.

MEETINGS: MFA meetings are normally held once a month from September through June, with additional meetings scheduled as needed. The elected representatives and/or alternates are encouraged to attend all meetings. One-half of the MFA members constitutes a quorum at regular meetings. Members of the faculty who are not MFA representatives or alternates may attend any meeting as non-voting observers. Generally two meetings a year (one in the fall and one in the spring) will be designated as open meetings to which all faculty are invited. At the open meetings all full-time faculty members in attendance may vote. The quorum for votes at such regularly scheduled open meetings consists of those present for issues that are on the previously announced agenda and consists of 10% of the full-time faculty of the School of Medicine for non-agenda items.
